What Vulkan changes
Vulkan is a lower-overhead graphics API than OpenGL — in theory, it reduces driver overhead and improves how well the game can use multiple CPU threads, which can translate into better frame rates on capable hardware. Mojang hasn't published official performance numbers for 26.2's implementation, and it's explicitly labeled experimental — it will stay in testing rather than replace OpenGL as default any time soon.
