V Rising ServerGameSettings.json: PvE, PvP and Difficulty
Pick a Stunlock preset or a partial override, and leave the JSON shipped in StreamingAssets alone.
PvE, PvP and difficulty are not fields in the host file. Stunlock either loads a named preset from ServerHostSettings.json, or a local ServerGameSettings.json that only contains the keys you change. The documented dedicated server is Windows-only. The SteamCMD app id is still 1829350.
Install, ports and the server name are in the V Rising setup guide. This page starts after that server already runs.
Edit the override, not the template
Templates ship inside the install:
VRisingServer_Data/StreamingAssets/Settings/
VRisingServer_Data/StreamingAssets/GameSettingPresets/
VRisingServer_Data/StreamingAssets/GameDifficultyPresets/
Editing those is a trap. An update can replace them, same as the example start script. After the server reads the templates, it looks for an override. With no extra argument, on Windows:
%USERPROFILE%\AppData\LocalLow\Stunlock Studios\VRisingServer\Settings
-persistentDataPath replaces the VRisingServer root. Settings then live in Settings under the path you passed, and saves live in Saves. The override can be a full file or only the keys that differ.
Copy that Settings folder before you edit. JSON: no comments, no trailing comma.
A preset and an override are a choice
In ServerHostSettings.json, GameSettingsPreset loads a file from GameSettingPresets. The instructions use StandardPvP as the example. GameDifficultyPreset documents Difficulty_Easy, Difficulty_Normal and Difficulty_Brutal, from GameDifficultyPresets.
Open the preset folder and use a filename that is actually there. Do not type StandardPvE unless that file is in your install. The name on disk wins over a name repeated on a forum.
To keep the rules already stored in a save, the instructions say to leave GameSettingsPreset empty and not to keep an override ServerGameSettings.json in Settings. Otherwise the preset or the override replaces the rules that travelled with the world. A new server is the other way around: set the override or name the preset, and read both before you assume they merge.
Damage, castle and loot fields are whatever the preset you opened contains. Change one group, restart, and check in game with a character that is not an admin. A bad key or a trailing comma shows up at startup, not an hour later during a raid.
When the castle does not pick up the change
Tell players first. Some settings do not rewrite state that is already saved. If the live world does not change, check whether -preset or VR_PRESET overrides the file, and whether you edited the copy under StreamingAssets instead of Settings.
Moving a solo world is the migration guide. Backups and RCON are the maintenance guide. Offers: V Rising comparison.

Questions
Where is the PvE switch?
Can the override be three lines?
Is there a Linux dedicated server?
Source: Stunlock 1.1.x PC instructions. The 1.0.x folder in that repo describes the same preset mechanism with a different persistence directory.
